What makes a work boot waterproof?

Usually a membrane or sealed construction inside the upper, taped seams and a gusseted tongue. A listing that says “waterproof” makes a stronger claim than “water resistant”. No boot stays dry if water comes over the top, and membranes breathe less than untreated leather, so waterproofing is a trade-off, not a free upgrade.
